FINANICING & STRUCTURE

The Center will combine advance medical care alongside spiritual and religious services with a wide array of recreational support activities.

The financial anchor of the Center will be medical rental space for the Kupot Cholim (HMO), various components of the health services and commercial enterprises.

The aim is to create a self-sustaining facility to ensure the longevity and strength of the Center, while providing the best possible medical care.

The Center will be structured as a non-profit enterprise with the help of private philanthropic contributions and government allocations.

The Center will be a joint venture of The Efrat Medical Center (Machar), the Efrat Municipality, the Efrat Foundation and the One Israel Fund.

The Center will be managed and operated by the Efrat Medical Center as a satellite facility.

Total Estimated Cost: $5,000,000

Surgical Unit

National health care in Israel provides a basic level of care for its people. Like most government provided healthcare systems, costs are controlled in part by limiting access to the more expensive segments of care. Private care is available for those who have the means, which improves access and availability. The Center aims to provide everyone with readily available immediate state of the art care. To that aim, the center is constantly expanding and advancing the scope of its services.
A key component to quality care is surgery. Routine surgery in the Israeli public health system, typically requires long waiting periods. During this time, painful conditions worsen and the patients suffer. The limiting factor is the inadequate number of operating facilities found in the country. The project proposed here, as part of a continuum of medical treatment, is to add surgical care to the capabilities of the Efrat Medical Center and thus ease the pressure on the surgical units in Jerusalem providing access to timely state of the art care with surgeons who are board certified in both the United States and Israel.
Our vision for the EMC is to provide complete care in an American style facility with staff focused on compassion in a modern and esthetic surgical facility that welcomes patients with caring staff. Only the best surgeons will be invited to join the facility. We anticipate that as the reputation of the EMC surgical facility grows, that citizens from all over Israel will be drawn to Gush Etzion.
For both economic and logistical reasons, the surgical facility will be developed in stages. We already have tacit approval from the Ministry of Health to proceed with development. They also see the potential in providing advanced emergency care should it be needed in future regional conflicts.
Initial care would focus on out-patient procedures mainly in areas of orthopedics, ENT, plastic and general surgery. Future care would include more advance procedures, many other specialties and pain management.
The cost of building and implementing the surgical unit is estimated at $750,000.

Laboratories

A vital component in emergency care is the ability to get reliable medical information at all hours of the day and night. Currently, the national health care providers collect blood and urine samples and send them to a central lab for analysis. This is a cost effective method but it results in delays that at times can be unacceptable. This is particularly true over Shabbat and holidays when labs are unavailable for long weekends.

The Efrat Medical Center aims to establish an independent laboratory to supplement the centralized laboratories that will be able to provide immediate test results when needed with expediency and accuracy.

The laboratory will mainly include:

CBC 5 part differential Hematology Analyzer

Dry Chemistry Analyzer (kidney/liver function)

ELISE and Urine Analyzer

D-Dimer and Cardiac Marker

Estimated total cost including construction: $85,000
